You are invited to participate in the open tender RfP26/03339: DTSP / Development of the Data Warehouse System for the eSocial Platform: https://sc.undp.md/tnddetails2/3339/
Background on the Data Warehouse: This procurement forms part of UNDP’s support to the Ministry of Labour and Social Protection of Moldova (MLSP) in developing eSocial, an integrated information system for the coherent, unified and accessible delivery of social protection and employment services. As part of this effort, the MLSP is developing a central data module – the eSocial Data Warehouse (DWH) – which will serve as the reporting and analytical backbone of the wider eSocial ecosystem.
The DWH will consolidate data from the 11 active source systems and the eSocial Audit database. It will use a layered Bronze, Silver and Gold transformation model, also known as Medallion architecture, and will provide data through three main channels: interactive dashboards using an open-source business intelligence platform; a programme interface and event stream delivered through the OWA.DataWarehouse module within the eSocial application stack; and scheduled data exports.
Important evaluation considerations: Given the technical complexity and innovative nature of the assignment, bidders should be able to demonstrate relevant experience in developing and implementing Data Warehouse systems or comparable data-intensive solutions. Experience with government information systems, particularly within Moldova’s e-governance environment and in cooperation with the E-Governance Agency (EGA) and the Information Technology and Cyber Security Service (STISC), will also be considered relevant to the successful delivery of the assignment. These DWH-specific experience requirements form part of the evaluation criteria and should be addressed together with all other requirements set out in Section 4: Evaluation Criteria. Companies that do not individually meet the relevant experience requirements may wish to consider forming a consortium with another company that possesses the required expertise. All bidders should review Section 4 in full and ensure that their proposals respond to each applicable criterion.
