The Moldova Future Technologies Activity (FTA) is a five-year project financed by USAID, Sweden, UKaid and implemented by Chemonics International. The purpose of FTA is to enhance the competitiveness of Moldova’s transformative sectors, including light manufacturing, ICT, precision engineering, creative industries, and digital media production, and to improve the country’s integration with Western markets in these sectors.

The purpose of this letter is to request hourly rate quotes for UX/UI design and senior UX consultancy services for the enhancement of our mobile application, which integrates public services for business and legal entities.

Project Overview

The project involves the enhancement of a mobile application that integrates public services provided by the state to citizens, specifically aimed at business and legal entities. This phase focuses on:

• UX & UI development of new modules, that would align, complement and extend the existing design language and elements.
• Senior consultancy in UX design to ensure design system scalability, optimal usability and user experience.

Objectives

UX & UI Development: To develop user flows and implement user interfaces that are intuitive, accessible, and consistent or build on the established design language, facilitating business and legal entities' interaction with the provided services.

UX Consultancy: To refine and enhance the user experience through expert analysis, ensuring the application is user-centered, efficient, and capable of meeting the specific needs of business and legal entities, while proposing UX improvements, implementing a design system and monitoring and adapting it along the way.

Services Required

2.UX & UI Design

Tasks & Deliverables:

• Develop and iterate on user flows, wireframes, and interactive prototypes.
• Design user interfaces that are intuitive, accessible, and visually appealing.
• Ensure consistency with the existing design language, while introducing new modules.
• Collaborate with senior UX consultants to propose and integrate usability improvements.
• Provide final design specifications and assets for development and manage Figma handoff.
• Participate in “product development” cycles, formulate design UI & UX test cases and hypothesis
• Incorporate feedback into design iterations based on versions testing.

Requirements & qualifications:

• Proven experience in UX/UI design for mobile applications, with a minimum of 3 years of active work experience.
• Proficiency in design and prototyping tools, specifically Figma.
• Strong understanding of design principles, accessibility standards, and mobile app design best practices.
• Portfolio showcasing previous design projects.
• Excellent communication and collaboration skills.
• Ability to work closely with developers and UX consultants to ensure accurate implementation of designs.

2.UX Consultancy

Tasks & Deliverables: 

• Conduct expert analysis and audits of the current application to identify usability issues and areas for improvement.
• Develop a comprehensive UX strategy to ensure the application's scalability and optimal user experience.
• Propose and implement a design system that aligns with the application's goals and user needs.
• Monitor the effectiveness of the implemented design system and make iterative improvements.
• Provide guidance and mentorship to the UX/UI design team.
• Participate in “product development” cycles, formulate design UX test cases and hypothesis
• Prepare and present reports on UX findings, recommendations, and progress to stakeholders.

Requirements & qualifications:

• Extensive experience (a minimum of 5 years) in UX design, particularly in mobile applications.
• Demonstrated expertise in creating and managing design systems in Figma.
• Strong analytical skills and experience with usability testing and user research methodologies.
• Excellent problem-solving abilities and a user-centered design approach.

Strong leadership and communication skills, with the ability to mentor and guide a design team.

• Relevant educational background 

Overall Project Requirements:

Collaboration: Both roles must work closely together and with cross-functional teams, including product managers, developers, project managers, and stakeholders, to ensure the project's success.

Innovation and Creativity: Ability to think outside the box and propose innovative solutions that enhance user experience and engagement.

Attention to Detail: Precision in creating and implementing designs, with a focus on user needs and accessibility.

Project Management: Skills in managing time effectively, meeting deadlines, and adapting to project changes.

Feedback Incorporation: Openness to receiving and acting on feedback from users, team members, and stakeholders to refine and improve the application.

By combining the expertise and responsibilities of the UX/UI Designer and Senior UX Consultant, the project aims to enhance the mobile application in a way that it becomes more intuitive, accessible, and efficient for its users, thereby improving their overall experience and satisfaction with the public services provided.

Offerors shall present:

1. Company profile and experience in projects where UX & UI was employed, preferable complex digital projects. Curated portfolio of previous projects that highlights company’s strengths in UI development and UX consultancy.

For each project included, provide a brief overview, the problem addressed, the solution provided, and the impact (e.g., improvements in user engagement, accessibility enhancements). Clearly indicate your role and contributions in each project to demonstrate direct experience and expertise.
3. Breakdown of your proposed methodology to tackle the tasks outlined in the Scope of Work, including user research, design, prototyping, testing, and implementation phases.
4. Outline approach to ensuring the application's design is intuitive, accessible, and aligns with existing design language while incorporating new modules.
5. Profiles and experience levels of team members proposed for the project. CV-s of the proposed personnel.
6. Hourly rates for each solicited role/team member in USD
7. References from previous clients. If possible, offerors shall include testimonials or case studies from satisfied clients that specifically address the company’s performance and the outcomes of the projects.

Selection Criteria:

FTA will evaluate proposals based on:

• Relevant experience and expertise in UX/UI design and mobile application development.
• Strength of proposed methodology and approach.
• Team qualifications and experience.
• Competitive hourly rates.
• Client references (if provided).
