The Ministry of Education and Research (MoER) in the Republic of Moldova is embarking on a significant initiative known as the Moldova Higher Education Project. As part of this project, the MoER is seeking proposals from eligible Bidders for the design, supply, and installation of a Higher Education Management Information System (HEMIS).

HEMIS Objectives:

• HEMIS will be a comprehensive platform for collecting, monitoring, managing, analyzing, and disseminating higher education data.
• Aims to provide up-to-date information to MoER, public administration authorities, institutions, and citizens.
• Data for analysis, strategic planning, policy development, and monitoring and evaluation of higher education policies.

Procurement Process:

• National competitive bidding using Request for Bids (RFB) following World Bank's "Procurement Regulations for IPF Borrowers."
• Open to eligible Bidders who meet specific qualification criteria.

Bidder Qualifications:

• Financial stability requirement: Average annual turnover of at least USD 300,000 for the last three years.
• Bidders must provide audited financial statements and balance sheets for the past three complete financial years.

Experience and Technical Capacity:

• Bidders must have a minimum of five years of operation in IT systems.
• Participation in at least two contracts within the last three years, each with a value of at least USD 150,000, successfully completed.
• Specific qualifications for key personnel in roles like Project Manager, Business Analyst, Senior Software Developer/Software Architect, Software Developer, Software Tester, and Trainer.

• Bidding documents available in English upon written application, delivered electronically.
• Submission deadline for bids: October 31, 2023, at 11:00 AM local time.
• Late bids will not be considered.

Bidding Process:

• Bids will be publicly opened via an online conference.
• Designated representatives of bidders and other interested participants can join.
• All bids must be accompanied by a "Bid-Securing Declaration" to ensure seriousness.
